I'm impressed that "The Wheel" seems to be about murdered and/or missing children, possibly in eastern Europe? Intense stuff. Coincidentally, the first place I ever heard PJ Harvey was on the D.C. area's WHFS in the early 90s, BTW.

Once you fix the expression to a tangible medium of expression -- i.e., "write it down" -- it's copyrighted. If it were copyrighted, you could dedicate it to the public domain or license it under Creative Commons.
