It's a weird situation - a person with vast amounts of money, lots more than years of city and county budgets - funding stuff that always gets sidestepped by municipalities because of entrenched models and attitudes and people (aka old boys), and the general failure of politics to come up with these solutions. Many of his projects do have a goal of sustainability - but like a lot of things, there are tremendous starting up hurdles that keep projects like this from ever even being considered using the existing institutions. So it's risky and capricious - there have been situations where NoVo has pulled funding without any apparent reason - but then again what better use for billionaire's money? Building yachts too big to get out of the harbor? Vanity trips to space? I think of this more like Carneigie's building libraries all over the US.
