I worked for a gov't agency for a four years, and they had a no headphones policy, but allowed music to be played via the computers speakers. After 2 weeks of me playing my music (some of it noise), they gave me exception. Soon, my dept had everyone w/ headphones. (I told them I would quit otherwise).

Start in a corner, and relentlessly work to the left until you hit the other wall, then start again. Do not be scattered, just focus on ONE area relentlessly. Work on it 15 minutes a day, and in 2 weeks thats a few hours of work!
