@ochre I had a similar taped mystery song that ended up being by WFMU DJ Jim Price. Took a lot of work to ID, including emails to Bob Brainen. In the end, Bob played my MP3 and a listener piped up with the source.

The city I live in used to dump kerosene cleaned asphalt dump trucks through a water drain that emptied into an offshoot (creek) of the Arkansas River in 1992- 1995 when I was a city employee Who reported the ongoing situation. It did not stop until the city became "environmentally conscious" in 2004. Hutchinson,KS. and the words environmentally aware are direct opposites. JOKER CITY GOVERNMENT.
