note that testa is pot in Latin, hence French tete (head), and testa may or may not be related to testis/testicle. so yes, body parts were named by metaphor sometimes in Latin.
if we go to PIE, 5000 freaking years ago, testis is from the root trei = three, a witness being a *third* person who witnessed what happened in a lawsuit and can testify about it -- see calvin watkins' dictionary of PIE
