I was working so missed the bi controversy while it was hot. Oxford says it means both. We do have "semimonthly" to mean twice a month, but people just don't use that word. There's no hyphen in "bi" or "semi" compounds per Chicago Manual of Style going back a few editions. I like "twice a month" like you just said, Irwin. Crystal clear.
