There's an old science fiction novel from ~1960C.E. in which the U.S. is the only(?) country left that hasn't fallen to an international Cao Dai crusade…it might be by Keith Laumer or Frederik Pohl, all else I can remember about it is that there some highly intelligent non-human animals in it, not human-level but smarter than normal for them.
