They are very deceptively-worded, but fortunately that article by The City explains it pretty well. For #2 in particular, The City clarifies that it "would also establish DSNY’s ability to specify what kind of trash receptacles people use" -- in other words, if I understand correctly, it would be codified into the NYC Charter that you have to buy your trash cans from Eric Adams's friends.

My only reference to Billy Squier: In the early 1980's, my sister lived in this decrepit farm house, which became ground zero for wild parties. They had a friend who would bring his brother - a mental defective, but otherwise harmless. He would ask all the women present if they liked Billy Squier. Of coarse nobody did, so he would go into the kitchen, open the backdoor and scream into the darkness "Hey you people - ROCK AND ROLL!!!"

When my sister moved out of that dump, I never saw him again.

Playing stuff at 33/45ths of course shifts instrumentals and especially vocals into a different range which might be especially engaging; but also, slowing things down lets your mind apply a magnifying glass to the little time and pitch irregularities which are part of people performing, which you can either celebrate or laugh at or both.

But then, when you slow Dolly Parton's Jolene down... that magnifying glass just shows you what a consummate performing professional she is, because whatever pitch or time interval she wants to hit she damned well hits it, and everything holds together even slowed down.
