...but of course that's not really the right question. What Leap Year really does is keep the Calendar we use made of 365 Days of exact 24 Hours in line with the actual Year of the ⊕Earth going around the ⦿Sun in 365.25 Days.
Astrology goes it's own way without that Calendar anyhow by observing where the ⦿Sun (for example - but everything else too) actually is in the first place...

& now you are obliquely referring to the Precession of the Equinoxes : the ⊕Earth wobbling on its axis & so the positions of the fixed stars & constellations changing relative positions. Which is another matter - of which to be succinct I'll say only that most Astrologers use the Tropical Zodiac referring to the Tropics or Seasons (tho of course we do speak of the change of 'Ages') - & Scientists quite naturally the Sidereal one referring to the present observable positions of Stars themselves...
