"I noticed that on the net there seems to be some dispute over the date. People wondering if it's 1971 or 1972. The cassette is dated 31st October 1971. This is backed up by the shows contents. About a minute in there's a news story "Parochiaid is finally law... Governor Ogilvie signed the Parochiaid bill into law on Thursday." 31st Oct 1971 was a Sunday, so Thursday was 28th Oct. This newspaper contains the quote "the parochiaid bills signed into law Oct. 28 by the Governor."
Then if you need more... from about 40 mins in you have "chilly October evening" and a minute later "like any other weekend night in Peoria" (Halloween 1971 was a Sunday, Halloween 1972 was a Tuesday) and a couple of minutes later "clad in what appears to be the bloodsoaked remains of a Cinderella Halloween costume".
So yeah... broadcast date is Halloween 1971."

There's no production information on the Peoria Plague, unfortunately. A mystery. But supposedly all the "actors" were station employees and announcers, and they pulled a pretty gory for 70s radio War of the Worlds/Night of the Living Dead bit on the Halloween audience.
