Frederick Douglass was writing as a witness to a system that was alive and well.
After the American Civil War 1861-1865 & reconstruction 1877 The slave society had been destroyed but the system of repression is then replaced by Jim Crowism and when Jim Crow was on it’s death bed, post WWII - 1965 approx, is then replaced by what is now- The War On Drugs.
