Small, nonprofit publishers are really as captured by the Big Tech nightmare as all the rest of us. It's really hard. Amazon sets the terms for so much of the market. The licensing deals for e-books are determined by the huge companies and not by the small publishers because they have no other way of *getting* books to the libraries. Or at least, no way that there are personnel to handle at any kind of scale. Even just delivering e-book files is so hard. The capital investment required means that it tends to be done only by the massive companies, and then small publishers have to use their infrastructure.
