@WR, I don’t really know who it refers to, but I’ve often heard Higgins called Smilin’ Billy Higgins, and he does in fact smile angelically while playing. Also, there was a drum feature in the piece. No doubt later someone will inform us that it refers to Miles Davis as an inside joke or something.

LG, you are correct: "The album included Jimmy’s four-part “Smiling Billy Suite” (dedicated to the drummer Billy Higgins)". That quote is from Jimmy Heath's NYT obituary. On the back cover of the album is a comment that the album title, suggested by their sister Betty, "Marchin' On" was in honor of their parents so I was looking for further family connections. There are, but Smilin' Billy wasn't one of them.
