Car mirrors used to be just plain regular flat mirrors...
Then somebody got the clever idea to curve them to make them show a wider angle of view, which kind of makes sense (less of a blind spot), but the wider view results in negative magnification (smaller image than if you were just looking back with your eyes), which probably started making people mis-judge distances to things seen in the mirror.
So then the warning.
This transition happened during my lifetime, but it'll take some research to figure out when. My first guess is the 1970s, but I could be way off.

...and in some other countries, convex driver's-side mirrors are also allowed, but it looks to me as if that FMVSS 111 still requires 1:1 mirrors on the driver's side in cars meant for US roads.
