I learned that as English-language publishing uses Indian companies and labor for a lot of the production work (typesetting, project management, digital conversions), French-language publishing uses Madagascar.

Michael, that's ... a vexed question. E-book files *could* have embedded fonts, but they *usually* don't and instead rely on the fonts built into the reading system, perhaps specifying an order of preference among those (like use the sans serif font if available). You can embed fonts, but then you have to hope the reading system will actually access them, and that varies widely.
