One iconic freeform radio station made the internet work, despite the royalty-rate shock (which later agreements relaxed, for noncommercial broadcasters in particular). Run by Ken Freedman, who formed a nonprofit organization to rescue the station's license after an attempted takeover in 1992, the station's mix of block programs and freeform ethos nurtured underground music and defied trends in alternative music in the 1990s.
WFMU went independent in 1995, after its host institution Upsala College closed its doors. It was, as one reporter noted, "staffed by a cadre of idiosyncratic obsessives, each possessing extraordinary record collections, encyclopedic knowledge of cultural arcana and a talent for radio as an expressive medium." This iconoclasm and obscurity of music secured devoted listeners, who donated to the station during its legendary fundraising drives (receiving often unparalleled swag that NPR could never hope to replicate, such as small-batch releases of records).34
Because the station relied on listener donations, webcasting seemed like a good way to increase audiences, and it developed a robust online presence in 1997. Donors contributed some $750,000 to the station in 1999, developing a community bolstered by discussion boards add

The terrestrial signal! was a "dinky" 1,250 watts, but more than 300,000 listeners tuned in every month by 1999 thanks to expanded simulcasting and internet broad-casting. In 2007, WFMU reported on a national day of silence among web-casters to protest the US Copyright Office's newest royalty rates. The new rate structure would have forced WFMU to cap the number of streams.
With simultaneous news emerging that SoundExchange owed royalty payments to an extensive list of artists, WFMU instead participated in the day of silence by not playing any RIAA/SoundExchange member artists.
WFMU supported compensating artists, which is why the station paid up on its royalties in the past. In contrast, the new rules seemed like a
"shakedown."
