This was for the Second Chamber and Government. The Second Chamber has 150 seats. The Government must represent at least 75 of those seats.
Wilders now has 37 seats and the second biggest (left wing coalition) only has 26.

So now Wilders has the initiative to invite the other parties to form a coalition that together has more that 75. That will have to be at least three other parties. But some of the biggest are reluctant to govern with Wilders, so he has to lower his tone even more than he did during the campaign.
